Cathy McNally of the “Poop Free Hamp” Facebook group talks about the “dog park” on the old state hospital grounds at Smith Vocational. The 282-acre parcel of land is legally set aside for agricultural use only but has become an important recreational area in Northampton. The land lease is up for review and some city and state officials propose changing the way the land is used.
